In response to the global crisis in education, the United Nations convened the Transforming Education Summit (TES) on 16, 17, and 19 September 2022, addressing issues of equity, inclusion, quality, and relevance. Focused on recovering pandemic-related learning losses and transforming education in a rapidly changing world, the Summit aimed to elevate education to the top of the global political agenda and mobilize action and solidarity.

Amidst these challenges, the UNESCO-UNEVOC International Centre for Technical and Vocational Education and Training recognizes the pivotal role of youth and adults equipped with relevant knowledge and skills to achieve the overall success of the 2030 Agenda for Sustainable Development. The Sustainable Development Goal 4 (SDG4), which focuses on “ensuring inclusive and equitable quality education and promoting lifelong learning opportunities for all,” forms, with its targets 4.3, 4.4, 4.5, and 4.7, the cornerstone of UNESCO-UNEVOC’s initiatives.

The UNESCO-UNEVOC Medium-Term Strategy for 2021-2023 (MTS-III) outlines programme areas, objectives, and activities aimed at enabling Technical and Vocational Education and Training (TVET) institutions to provide quality skills training for a sustainable future of work. Recognizing the transformative potential of lifelong learning principles, Member States are urged to develop TVET institutions that align with these principles and the evolving needs of the labor market.

The aftermath of the COVID-19 pandemic has reframed the connection between TVET and the world of work. In response to this shift, MTS-III places a renewed emphasis on building stronger links and promoting collaboration with industries to ensure that TVET remains relevant and in demand. Anticipating future trends and emerging realities, the strategy empowers TVET institutions to position themselves strategically and adapt swiftly to changing demands.

This booklet provides details regarding UNESCO-UNEVOC's initiatives for building capabilities, various projects, focal thematic areas, online resources, databases, and involvement within the UNEVOC Network comprising over 230 UNEVOC centers across 150 nations globally. This year, the UNESCO-UNEVOC TVET Leadership Programme, running from October to December 2023, continues its commitment to nurturing leadership in the TVET sector.
