Under the guidance of co-chairs President Paul Kagame of Rwanda and Mr Carlos Slim of the Carlos Slim Foundation and Grupo Carso, the Broadband Commission stands as a formidable advocate for the pursuit of universal connectivity. Comprising approximately fifty eminent global leaders and forward-thinkers from various ICT sectors and interests, this Commission embodies a collective commitment to this cause. Serving as co-vice-chairs are the UNESCO Director-General, Ms Audrey Azoulay, and the Secretary-General of the International Telecommunications Union (ITU). These two organizations, as the founders of the Broadband Commission for Sustainable Development in 2010, jointly conceived a vision centered on harnessing the transformative potential of broadband to comprehensively connect the world.

Since then, the Commission has convened seven working groups on education. UNESCO has chaired the Working Group on Data for Learning for the past two years. This working group has convened in monthly sessions, engaging in extensive dialogues to address a fundamental question: How can we effectively utilize the potential of data to facilitate the secure, inclusive, and equitable revolution of education? In pursuit of this objective, these discussions have systematically deconstructed the expansive domain of education data into three critical dimensions: infrastructure, capacities, and governance.

This report provides valuable insights into the actions required by the global community to establish, fortify, and sustain the data frameworks necessary for enabling the secure and efficient utilization of digital tools in education. These efforts are aimed at enhancing lifelong learning opportunities for all.
