UNESCO calls on all Governments to implement Recommendation on the Ethics of Artificial Intelligence without delay

On the week of 27 March 2023, over 1000 tech workers called for a pause in the development and training of the most advanced AI systems, such as Chat GPT. In response, UNESCO is urging countries to quickly and fully implement its global normative framework, the Recommendation on the Ethics of Artificial Intelligence, which was adopted unanimously by all 193 UNESCO Member States.

UNESCO is concerned about the potential ethical harms that could arise from the use of AI, such as discrimination, stereotyping, gender inequality, disinformation, lack of privacy, misuse of personal data, and human and environmental rights violations. Self-regulation by industry is not enough to prevent these harms, which is why the Recommendation has been put in place to ensure AI development follows the law and avoids harm, while also providing accountability and redress mechanism for affected individuals.

This framework provides the necessary safeguards to ensure that the benefits of AI are maximized and its risks are minimized, by providing values and principles, as well as detailed policy recommendations in all relevant areas.

The Readiness Assessment tool which is the key part of said Recommendation equips countries to identify the competencies and skills needed in the workforce to ensure effective regulation of the artificial intelligence sector. On top of that, the Recommendation requires states to regularly provide information on their development and activities in the sector of artificial intelligence, particularly through submitting a periodic report every four years.

So far, more than 40 countries on every continent have been collaborating with UNESCO to create AI regulations based on the Recommendation. UNESCO urges all countries to join this initiative and create ethical AI. An evaluation of the progress will be presented at the UNESCO Global Forum on the Ethics of Artificial Intelligence in Slovenia in December 2023.

UNESCO convenes first session of intergovernmental conference on global convention on higher education

UNESCO convened the first session of the Intergovernmental Conference of the States Parties to the Global Convention on the Recognition of Qualifications concerning Higher Education from 4 to 5 July 2023 at UNESCO Headquarters, Paris. The main objectives of the first session of the Intergovernmental Conference is to adopt the Rules of Procedure (RoP), elect a Bureau and adopt a work programme for 2023-2025.

مساهمة تربية 21 في تحويل التعليم في العالم العربيّ: اليونسكو بيروت ومؤسّسة الفكر العربيّ يُطلقان "مرجع ممارسات التعليم والتعلّم الواعدة"

أطلق مكتب اليونسكو الإقليميّ متعدّد القطاعات للدول العربيّة - بيروت ومؤسّسة الفكر العربيّ (ATF) "مرجع ممارسات التعليم والتعلّم الواعدة" الذي يشكّل أداةً أساسيّةً لنشر وتبادل أفضل الممارسات بين المعلمين والمؤسسات التعليمية وصنّاع السياسات في المنطقة. يتميّز هذا مرجع ممارسات التعليم والتعلّم الواعدة بأنّه موردٌ متوفّرٌعبر الإنترنت يساهم في تحفيز المعلّمين للوصول إلى أبرز الخبرات والممارسات في مجالَي التعليم والتعلّم، كما وأنّه يسلّط الضّوء على أمثلةٍ تتعلّق بدور المعلّمين في التحوّل الرقميّ، فضلًا عن دورها في تعزيز تخضير التعليم، وفي تطوير المهارات الأساسيّة والكفايات الخاصّة بالمتعلّمين لتمكينهم من مواجهة تحديّات القرن الحادي والعشرين.
