Global Convention on the Recognition of Qualifications concerning Higher Education

The Global Convention on the Recognition of Qualifications concerning Higher Education will enter into force and become legally binding in the early months of 2023, after receiving its 19th and 20th ratifications in December 2022. The Convention enhances students’ ability to easily move across borders to pursue their higher education studies as it facilitates fair, transparent and non-discriminatory recognition of prior learning and qualifications. The instrument also fosters recognition of refugee qualifications even in the absence of documentary evidence.

Signatory countries pledge to collaborate more closely in higher education, increase education quality, facilitate international academic mobility and promote the right of individuals to have their higher education abroad.
Andorra, Armenia, Cabo Verde, Côte d'Ivoire, Croatia, Cuba, Estonia, France, Holy See, Iceland, Japan, Lithuania, Nicaragua, Norway, Palestine, Romania, Slovakia, Sweden, Tunisia and United Kingdom have now ratified the Global Convention, whereas more Members States have initiated the ratification process.

The impending entry into force of the Global Convention marks a decisive turning point on the road to more inclusive and equitable higher education for all.

UNESCO’s regional recognition conventions have played a significant role for nearly 50 years in enhancing academic mobility internationally, ensuring that learners’ qualifications are assessed in a non-discriminatory, transparent and fair manner and opening new horizons for learners and qualification holders at the global level.

Insights from Tarbiyah21 Repository webinar series

The UNESCO Multisectoral Regional Office in Beirut recently hosted a series of webinars, as part of the Tarbiyah21 Repository of Teaching and Learning Practices’ project, aimed at improving education quality across the Arab world. UNESCO- Iraq's Ministry of Education transforming vocational education

UNESCO's Technical and Vocational Education and Training (TVET) programme, in collaboration with Iraq's Ministry of Education and supported generously by the EU, has played a pivotal role in enhancing vocational education and employability in the country. Focusing on five “Pilot” schools in Erbil, Mosul, Baghdad, Karbala, and Basra, the initiative aims to transform these institutions into Centers of Vocational Excellence.
