ISCED-T - A new monitoring tool for helping Global efforts to improve teacher quality

UNESCO Institute for Statistics (UIS) has developed the International Standard Classification of Teacher Training Programmes (ISCED-T) to support the monitoring process of SDG target 4.c, through providing a framework for the collection and analysis of cross-nationally comparable statistics on teacher training programmes and related teacher qualifications.

This new classification is complementary to the International Standard Classification of Education (ISCED), which classifies education programmes and the related qualifications based on the education levels and fields.

According to the most recent data published by the UNESCO Institute for Statistics (UIS), globally 86% and 84% of primary and secondary education teachers meet the minimum required qualifications in 2020. Substantially, to increase the supply of qualified teachers, it is elementary to apply an internationally comparable method to monitor the level of teachers’ qualifications.

The existing data used to monitor the professional development and qualifications of teachers have been developed according to the national standards, which lacks international comparability and negatively affect the creation of relevant benchmarks for measuring SDG 4.c (to sustainably increase the supply of qualified teachers).

ISCED-T was adopted in November 2021 at the UNESCO General Conference. The implementation plan, which includes a data collection strategy, will start in the last quarter of 2022.

Insights from Tarbiyah21 Repository webinar series

The UNESCO Multisectoral Regional Office in Beirut recently hosted a series of webinars, as part of the Tarbiyah21 Repository of Teaching and Learning Practices’ project, aimed at improving education quality across the Arab world. The series, which ran from September to December 2023, covered a range of critical topics, including Quality Teaching and Learning (6 September), Promoting Arabic Literacy (7 September), Digital Transformation of Education (24 October), Education for Sustainable Development/Greening Education (28 November) and Teacher Professional Development (12 December).

UNESCO's Technical and Vocational Education and Training (TVET) programme, in collaboration with Iraq's Ministry of Education and supported generously by the EU, has played a pivotal role in enhancing vocational education and employability in the country. Focusing on five “Pilot” schools in Erbil, Mosul, Baghdad, Karbala, and Basra, the initiative aims to transform these institutions into Centers of Vocational Excellence.
