Learning to Read: A Path to Improving Arabic Literacy in MENA

As a result of the worst shock to education and learning in recorded history caused by the COVID-19 pandemic, learning poverty has increased by a third in low- and middle-income countries, with an estimated 70% of 10-year-olds unable to understand a simple written text, according to a report published by the World Bank, which details the factors affecting Arabic language learning, and proposes a pathway to guide countries in the region in their efforts to enhance learning outcomes.
As a result of the worst shock to education and learning in recorded history caused by the COVID-19 pandemic, learning poverty has increased by a third in low- and middle-income countries, with an estimated 70% of 10-year-olds unable to understand a simple written text, according to a report published by the World Bank, which details the factors affecting Arabic language learning, and proposes a pathway to guide countries in the region in their efforts to enhance learning outcomes.
Within the framework of improving Arabic Literacy, the World Bank and the Zayed University in Abu Dhabi in partnership with UNESCO Beirut and other partners organised a two-day conference to discuss policy and practical approaches to reducing learning poverty in the Middle East and North Africa (MENA) region based on enhancing Arabic literacy.
The high-level conference included an opening plenary on the importance of foundational literacy for MENA's development, a keynote speech with a call to action, and presentations on the latest research on Arabic language teaching and learning. The conference also showcased, via poster sessions, experiences and initiatives from across MENA countries in relation to the World Bank's proposed path to advancing Arabic literacy in the region.
Participants discussed, during the meeting, national literacy strategies in MENA and groundbreaking solutions to improve foundational skills. These discussions were an important dimension of turning country commitments made at the Transforming Education Summit (TES) into reality to improve education systems.
Dr Dakmara-Ana Georgescu as Programme Specialist in charge with Curriculum and Teachers represented UNESCO Beirut and delivered a presentation where she shared the Repository of Promising Teaching and Learning Practices developed in partnership with the Arab Thought Foundation (ATF) that was launched on June 15th, 2023.
During the regional high-level regional event to enhance Arabic literacy in MENA, more than 150 participants exchanged ideas, drawing several important conclusions namely; Empowerment for Teachers, Learners, and Parents is necessary to overcome learning difficulties, with policies and practices based on scientific evidence and advancements in the digital transformation of education. Countering learning poverty should start early by using diagnostic tools and real-time assessment. Developing literacy skills should be enjoyable and a cross-cutting, lifelong learning approach, stressing the need to share resources cost-effectively to benefit from promising policies and practices regionally and internationally.

مؤتمر اليونسكو العالمي الثالث للموارد التعليمية المفتوحة: تعزيز الوصول الشامل إلى المعرفة
انطلق مؤتمر اليونسكو العالمي الثالث للموارد التعليمية المفتوحة (OER) في 19 نوفمبر/تشرين الثاني 2024، في مركز دبي التجاري العالمي في دولة الإمارات العربية المتحدة، ليكون المرة الأولى التي يُستضاف فيها هذا الحدث في العالم العربي. نظّم مؤتمر اليونسكو بالتعاون مع مؤسسة محمد بن راشد آل مكتوم للمعرفة (MBRF)واستقطب أكثر من 500 مشارك ومشاركة من نخبة القادة العالميين، وصنّاع السياسات، وممثلي المؤسسات التعليمية، بما في ذلك وزراء، وأكاديميون، وخبراء من القطاع الخاص. وتركّزت المناقشات على مدار يومين حول تعزيز الاستفادة من الموارد التعليمية المفتوحة والتقنيات الناشئة، بهدف تحقيق وصول عادل وشامل إلى التعليم، وتقليص الفجوة الرقمية على الصعيد العالمي.
